The United States Army Research, Development, and Engineering Command Contracting Center (RDECOM CC) intends to award a firm fixed price contract with a 12-month base period and two one year options in accordance with Federal Acquisition Regulations (FAR) Part 13: Simplified Acquisition Procedures. The Government intends to issue this award on a sole source basis to American Technical Coatings, Inc. (ACI), 12520 Triskett Road, Cleveland, OH 44111 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This requirement is in support of the US Army PM Soldier Protection & Individual Equipment (PM SPIE) and is for the procurement of HOTBLOX hard armor prototypes that will result in a 5-10% weight reduction for US Army body armor systems. The North American Industry Classification System code is 325211.

Responsible parties may identify their interest and capability to respond to this requirement, no later than 10:00 am EST, 15 March 2010. All information submitted should support the offerors capability to provide the services/items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMCC, CCRD-AP-BA (Yamakawa), 4118 Susquehanna Ave., APG, MD 21005.
